BO Mom is American, and retains citizenship.  BO Dad is not American.  BO is not born in America.
Unless BO Mom, as an American Citizen, filed for an American Born Abroad birth certificate (such as Senator McCain&#039;s parents did), then no, in that case, regardless of his mother being an American citizen, BO is NOT.
This may not be accurate in every situation, however - I have only been exposed to this type of situation in terms of military dependents born abroad.
Dogette, if I remember correctly, the Governor of Hawaii introduced Governor Palin at the primaries.  So I think she is a Republican.  Then again, they let Liebermann in, so I could be wrong.
